Mandated Committees are already existing committees that are required in the Governing Documents of the Association.
Ad Hoc Committees are formed at the Board’s discretion, to help with a specific function (i.e. review and revise the Governing Documents of an Association).
Standing Committees are ongoing committees that are not mandated to be formed by the Governing Documents, but are utilized by the Board to help with information gathering and decision making.
Committee Members are typically appointed by the Board of Directors. These volunteers often raise their hand in an effort to help by advising the Board or Management that they would like to volunteer and get involved.
In communities where there is a lack of interest in volunteering, a Board may perform a call for volunteers. This sends a message to everyone in the community that volunteers are needed to fill specific committees and the goals of these committees. The volunteers are then appointed to the Committee by the Board.
A call for volunteers may also occur in communities where there are a lot of volunteers. Often, in this case, the Board will have candidates fill out a candidate form indicating why they think they are best suited to serve on the committee. The Committee Charter should indicate how many members are permitted on the Committee. Unlike Elections for the Board of Directors, the Board themselves (not the Homeowners of a Community) will vote as to who they will appoint to serve on the Committee. The volunteers may also be interviewed by the Board, in person.

Summary: Committees can be formed through a few different ways. A mandated committee will be stated and explained in the Governing Documents of the Association. Ad Hoc and Standing Committees can be created by the Board of Directors, through appointment (Board selects the persons on the Committee) or by performing a call for candidates to see who is interested in being on the Committee. If the Committee’s Charter limits the number of persons on a Committee, the applications submitted by candidates will help the Board select which candidate is best.
